Re: Capital Budget
Enclosed is a bill for an ordinance adding the Wailoa SPS Renovation Project for
$3,000,000 to the Capital Budget. This project, to be funded by the State Revolving Fund
(SRF), will renovate the Wailoa Sewage Pump Station which was constructed in the mid-
1960's. The renovation will include an upgrade of the electrical system, installation of an
additional pump, installation of a supervisory control and data acquisition (SCADA)
system, and roof replacement.
If there are any questions, please do not hesitate to call the Department of Environmental
Management.

A. REQUEST:
Amend Ordinance OS-87 to include the following wastewater public improvement project to be funded by the
State Revolving Fund.
Wailoa SPS Renovation $3,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Project Data/Financial Impact Statement is attached.
This appropriation is requested to renovate the Wailoa Sewage Pump Station which was constructed in the
mid-1960's. The present equipment is outdated and beyond repair. The renovation will include an upgrade
of the electrical system, installation of an additional pump, installation of SCADA system, and roof
replacement. The Wailoa SPS accomodates all sewage in the Hilo area east of Pua Avenue in Keaukaha,
failure of this station would result in a massive sewage spill into the Wailoa River and subsequent
contamination of the Hilo Bay.
