Enclosed is a bill for an ordinance adding the West Hawaii Composting Facility for
$1,000,000 to the Capital Budget. This appropriation is to develop a legally permitted
composting facility at the resource recovery area adjacent to the West Hawaii Sanitary
Landfill at Pu'uanahulu. The facility will provide for composting of greenwaste and other
organics that are presently being disposed at our landfills.

A. REQUEST:
Request to amend Ordinance 05-87 to include the following Capital Improvement Project to be funded by
General Obligation bonds.
West Hawaii Composting Facility $1,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Project Data/Financial Impact Statement is attached.
This appropriation is requested to develop a legally permitted composting facility at the resource recovery
area adjacent to the West Hawaii Sanitary Landfill at Pu'uanahulu. The facility will provide for composting of
greenwaste and other organics that are presently being disposed of at our landfills. In addition to increased
diversion of organic materials from our landfills, the facility will provide avalue-added certified compost which
is currently being shipped from off-island by landscapers and resorts. Additional costs required to run the
facility will be offset with the greenwaste tipping fee.
