Re: Bond Ordinance
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan (SRF) for the County's
wastewater public improvement projects; and authorizing the issuance of general obligation bonds
for the purpose of financing the improvement projects. Pursuant to the County Procedures Manual
for Participation in the Hawaii State Revolving Fund Loan Program, prepared by the Wastewater
Branch of the Hawaii Department of Health in April 1994, part of the loan application process
requires a "resolution or ordinance passed by the County Council which authorizes the SRF loan
application and identifies the dedicated source(s) of revenue (i.e., general obligation bonds) which
will fund the project and repayment of the loan with interest." The Council's authorization of the
issuance of general obligation bonds will serve as a pledge of its general obligation authority as
security for repayment of the loan and interest.

A. REQUEST:
We are requesting an Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a
State Water Pollution Control Revolving Fund Loan (SRF) for the County's wastewater public improvement
projects; and authorizing the issuance of general obligation bonds for the purpose of financing the
improvement projects. This ordinance is requested for the following SRF projects:

Honokohau Harbor Effluent Reuse $2,600,000
Wailoa SPS Renovation $3,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)'
A bond ordinance is required to proceed with the above listed SRF projects. The Honokohau Harbor Effluent
Reuse project is to install an effluent re-use line to Honokohau Harbor as required by a Consent Order. The
Wailoa Sewage Pump Station Renovation project will include an upgrade of the electrical system, installation
of an additional pump and SCADA System, and roof replacement for the facility which was constructed in the
mid-1960's. The Kalanianaole Collector Sewer Ph II project will extend the sewer system to unsewered
areas in Keaukaha as required by EPA grant conditions for the Hilo WastewaterTreatment Plant.
