Rick Sapir will need this discussion and information asoon as possible, as discussed at the special meeting of the EMC on .tune 29, 2005. I am requesting this matter be placed on the agenda for consideration at the F.nvironmenlal Management Committee meeting on August 16, 2005. Some of the things we need to consider include: • Identify objectives • Identify feasible technologies and approaches • Identify non-feasible technologies and approaches • Identify preferred technologies and non-preferred technologies • Identify site(s) Identify key elements of transaction structure, fbr example; • Ownership • Financing (public or private) • Contract delivery approach (c.g., design/build/operate) • Operating term • Allocation of significant risks Identify procurement structure (e.g., RPQ vs. RFP)-legal issues • Review feasibility issues (e.g., permitting, proven technology, cost, other) Economy of scale issues Please m~ilcc arrangements to sec me or call me to offer suggestions or express concerns, or leel 6~ec to bring them up at the EMC meeting on August 16, 2005.
