Re: Resolution Transferring Funds
Enclosed is a resolution transferring $11,976 out and from the Clerk-Council Services -Contingency
Relief account and crediting it to the Department of Parks and Recreation's Aquatics Pools Salaries
and Wages account. At the County Council meeting held on June 1, 2005, funding for a swimming
instructor, position no. 3901, was removed from the Parks and Recreation's budget and placed into
the Contingency Relief account. The Aquatics Division requests that the funding for this position be
restored so that additional swimming lessons can be offered at the Kona Community Aquatic Center.
As previously instructed by Council Vice Chair Virginia Isbell, we would like to request a waiver from
the Finance Committee and have this resolution heard at the Council meeting scheduled for
August 17, 2005.

RE: (Resolution No. 151-OS :Resolution authorizing the Office of the Mayor to enter
into a memorandum of Understanding with the state of Hawaii Department of Budget
and Finance, pursuant to HRS 46-7, to coordinate the application to the Center For
Medicare and Medicaid Services to Receive the Retiree Drug Subsidy)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, [understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
Prepare a resolution to transfer $11,976 from the Council Contingency Relief account to the Aquatics Pools
S&W account (010.500.5513.61.011) to fund Swimming Instructor Position no. 3901.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
During the Council's review of the FY 2005-06 Operating Budget, a total of $11,976 was removed from the
Aquatics budget and put into the Contingency Relief account. These funds had been designated for Position
No. 3901, Swimming Instructor at Kona Community Aquatic Center.
The Department of Parks and Recreation desires to have the funding for this position restored so that
additional swimming lessons can be offered at the KCAC.
