RESOLUTION NO. 152 05
RESOLUTION REQUF..STING AN AMENDMENT TO THE HAWAII STATE
ASSOCIATION OF COUNTIES (HSAC) BYLAWS BY THE HSAC EXECUTIVE
COMMITTEE IN ORDER FOR "fHE COUNTY OF HAWAII TO HOST THE 2006
ANNUAL CONFERENCE IN DECEMBER 2005 INSTEAD OF IN 1UNE 2006.
WHEREAS, in accordance with the HSAC bylaws adopted at the general membership
meeting on June 20, 2005, the next annual conference is scheduled to be hosted by the County of
Hawaii in June 2006; and
WHEREAS, for Hawaii County, the period afrer Thanksgiving and before Christmas is
the ideal time to host a conference in West Hawaii because a wider range of accommodations at
reasonable prices are usually available during this period; and
WI[EREAS, this period is prior to the start of the 2006 legislative session and the
Hawaii County Council feels that the legislative interests of the counties could be better served
if the 2006 annual conference were held before the start of the 2006 legislative session; and
WHEREAS, in the time leading up to the December 2005 annual conference, the HSAC
Executive Committee members will have a chance to poll colleagues on their respective councils
relating to possible legislation for inclusion in the HSAC 2006 legislative package; and
WHEREAS, while many county legislative issues are recurring beach liability and
home rule for the collection of traffic tines other issues such as affordable housing, solid
waste, crystal methamphetamine addiction, and transportation are very compelling and should be
addressed during the 2006 legislative session; and
WHEREAS, afrer consulting with colleagues and state legislators from their respective
counties about shared county/state issues and legislative priorities, the HSAC Executive
Committee members could use the HSAC annual conference as the time to finalize the 2006
HSAC legislative package; and
WHEREAS, the Bylaws of the Hawaii State Association of Counties, Inc., Section 24,
allows the members of the Executive Committee to amend the Bylaws by a unanimous vote at
any executive committee meeting or general membership meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests that the Bylaws of the Hawaii State Association of Counties, Inc. be
amended to read as follows:
"ANNUAL CONFERENCE
The corporation shall hold an annual conference each June for the
preceding fiscal yea:. Each county shall host an annual conference once every
four years commencing in June 2005 with the County of Kauai. The County of
Kauai or the County of Maui shall host conferences in odd-numbered years. The
City and County of I-Ionolulu or the County of Hawaii shall host conferences in
even-numbered years. Except that the County of Hawaii shall host the 2006
annual conference in December 2005 instead of June 2006."
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to: (1) Mayor
Harry Kim; (2) Mayor Mufi Hannemann; (3) Mayor Bryan J. Baptiste; (4) Mayor Alan M.
Arakawa; (5) HSAC President Dain P. Kane; (6) HSAC Secretary Romy M. Cachola; (7) HSAC
Treasurer, James Kunane Tokioka; (8) Council Chair Donovan M. Dela Cruz; (9) Council Chair
Bill Kaipo Asing; and (10) Council Chair G. Riki Hokama.
