Your Committee on Finance, to which was referred Bill No. 127, reports as follows:
Bill No. 127, transmitted by Director of Finance William Takaba, via Communication No. 377,
dated July 20, 2005, amends Ordinance No. OS-87, as amended, relating to Public Improvements
and Financing thereof for the Fiscal Year July 1, 2005 to June 30, 2006, is hereby amended by
establishing the following program appropriations:

This measure appropriates the excess fuel tax revenues collected from the third increment of the
fuel tax increase for 2002-2004. Actual revenues collected exceeded the $6 million of projected
revenues established by Ordinance 03-92. The excess revenues are being distributed using the
same procedures and percentages established by Ordinance 03-62. The TEA-21 projects listed
below are being included to account for late billings from the State of Hawaii and unanticipated
supplemental or change order work.

Bruce McClure, Director of Public Works, gave a short presentation and explained that due to
the high unit cost of Asphalt Concrete (AC) in certain West Hawaii districts, a Cost Adjustment
Formula (CAF) has been developed to equalize the purchasing power of AC among all districts.
The CAF determines the amount of money to be transferred from districts that are able to buy
AC at East Hawaii rates to those districts that must purchase AC at the higher West Hawaii
rate. The CAF determines a baseline quantity of AC purchased if all districts were able to buy
AC at the lower East Hawaii unit cost. A comparison is made between the baseline quantity of
AC purchased and the actual amount of AC purchased using East and West Hawaii rates after
East Hawaii funds are transferred to West Hawaii.
Your Committee on Finance is in accord with the purposes and intent of Bill No. 127 and
recommends it pass first reading.
