TESTIMONY TO THE FINANCE COMMITTEE ON FUNDING~FOR CAPITAL
IMPROVEMENTS, SOLIDWASTE FACILITIES
This testimony is to re-articulate our support for funding of the Capital
Improvements projected by the Solid Waste Division, Department of
Environmental Management.
The Commission is unanimous in our support for these improvements to
include the most important Sort Station Complex which will serve as a major
component to minimize residual solid waste transfer to the Puuanahulu Landfill
not to mention the severe impact on the waste haulers in Hilo who could be
forced to either haul their collected refuse to Puuanahulu or go out of business.
Since the County is having excellent success with the recycling program
that is in place (recent 04-05 figures show that we are at 19.8% already) and,
obviously, with more convenience, education, and attention, we will get well
beyond 20% quickly. Maui and Oahu are at 32/33% and 35/36% respectively, so
we will have no problem meeting their percentages, if we have an efficient Sort
Station Complex. This will reduce the transfer of solid waste to Puuanahulu
Landfill by enormous percentages.
Having a very good recycling program is a key facility for East Hawaii and
will serve as a model for West Hawaii.
The Department has also shown by expert testimony that the issuance of
an RFQ/RFP for Waste Reduction will be done and will be executed to meet all
procurement and legal requirements.
We totally support Bills 121, 122 relating to the Sort Station Complex and
equipment funding, and Resolution 134-05 which will allow the County to proceed
as quickly as possible with an RFP to acquire a waste reduction technology.
