The costs are relatively small compared to the long- term costs of the alternatives, like creating more landfills or developing incineration facilities. And they are also measures that can be implemented quickly to address the problem of solid waste disposal. As a small community, we lack the consumer clout to force minimal packaging standards, as California has done in the early 90's. Consequently, our only viable long-term alternative is to increase our local productivity and self-sufficiency, striving to reduce our dependence on importation from the mainland.
