Aloha Chair Isbell, and Finance Committee members!
I'm sure that you've heard the extremely good news that Hawaii Island
is doing remarkably well at recycling (19.8% in 2004-05) with very _
little education and/or facilities! For such a slow and unremarkable
start at the conception, we're doing great! This is so positive that
it makes me hope even more that the East Hawai i Regional Sort -
Station appropriation for construction will pass.
With a good facility and more convenience, we'll be able to quickly
match Maui and/or Oahu who are ranging 32 - 36% recycling. That
would surely be an effective way to reduce the amount of hauling of
waste across to Pu'uanahulu, when the Hilo landfill closes.
Even more importantly, it would allow the life of the Hilo landfill
to be extended, if DofH gives permission, by not filling it up with
recyclables. And this facility will be an excellent "tipping floor"
for whatever waste-to-energy technology that is chosen.
I urge you each to seriously consider where the County is, regarding
the closure of Hilo landfill and how to quickly and effectively move
the process along. Time is very short now.
