Subject: Councilmember Jacobson's August 3`d letter and Chair Higa's response
Deaz Chair Higa and Members:
I was also a bit offended by Mr. Jacobson's insinuation that members of the E.M.
Committee might be causing a delay in prepazing an RFP for solid waste technologies. I
will be out of state for next week's meetings, but wanted to make some comments to the
committee via this communication:
¦ Cleazly our objective should be to continue to support recycling, get a solid waste
technology on line as soon as possible, ultimately have as little residual solid
waste as possible to go to a landfill and do everything possible to truck as little
solid waste as possible to West Hawaii as an interim measure.
¦ We must make recycling more convenient at all the transfer stations.
¦ 1 am getting sick of being blamed by certain members of the public for being "anti
recycling" by voting against the "sort station". Nothing could be further from the
truth. I said it last year and will repeat it again, buflding the "sort" or "reload"
facility is not the answer; getting a solid waste technology operating is. We have
recently heazd another presentation wherein a "reload facility" would need to be
built to specifications requved by the company and will be built and paid for by
the company. Why do we want to spend millions (perhaps $13-15 million) of
taxpayer dollars to build something that at best would only deal with 20% of our
solid waste in the neaz future?
¦ Finally, I am also frustrated with this constant referral to the 1993 solid waste
plan and/or the 2002 revision as if they were sacred documents. I dori t mean to
be disrespectful of the work done on these plans but only to remind my colleagues
that technologies have changed rapidly and we need to revisit all ideas in 2005. I
would include incineration, dump mining, and creation of a second East Hawaii
landfill as things to be reconsidered along with all new technologies that may be
brought up in the very near future. 2
