RESOLUTION NO. 162 4)
A RESOLUTION THAT SUPPORTS THE EXPEDITED CONSTRUCTION OF A
RELOAD FACILITY.
WHEREAS, the Hawaii County Council, pursuant to the Hawaii Revised Statutes
(HRS), Chapter 342G, adopted the Hawaii County Integrated Solid Waste Management Plan by
Resolution 291-94 on October 5, 1994; and
WHEREAS, pursuant to the HRS, Chapter 342G-24, the Final Draft Update to the
Integrated Solid Waste Management Plan for the County of Hawaii (final draft revision dated
November 15, 2002) was prepared by Harding ESE and adopted by Resolution 238-02 by the
Hawaii County Council on November 20, 2002; and
WHEREAS, the Final Draft Update to the Integrated Solid Waste Management Plan
provides for the construction of a reload facility which will become the central location for
individuals and businesses to drop off their trash; and
WHEREAS, for fiscal year 2003-2004 the County Council approved the appropriation of
$4,000,000 in Capital Projects funds via Ordinance No. 03-90 for the development of a Regional
Transfer Station (Sort Station); and
WHEREAS, the Mayor subsequently approved the allotment of $4,000,000 for the
development of a Regional Transfer Station (Sort Station); and
WHEREAS, the Capital Projects Status Report of February 28, 2005, indicates that the
$4,000,000 is still available for expenditure; and
WHEREAS, a reload facility would facilitate the collection of commercial and
residential trash to be sorted, reloaded and compacted, thus minimizing the number of trailers
needed to move East Hawai'i's trash to an ultimate disposal site; and
WHEREAS, given East Hawai`i's solid waste management situation, the Council hereby
supports the Mayor's use of the $4,000,000 already allotted to construct a reload facility, as the
administration sees fit.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii
that, in order to expedite the construction of a reload facility, the Mayor and Department of
Environmental Management take immediate steps to commence construction of the reload
facility.
BE IT FINALLY RESOLVED that copies of this resolution be transmitted to Harry
Kim, Mayor, County of Hawaii and Barbaza Bell, Director, Department of Environmental
Management, County of Hawaii, and the Environmental Management Commission.
