RESOLUTION CREATING THREE (3) POLICE RADIO DISPATCHER III
(TEMPORARY) POSITIONS FOR THE HAWAII COUNTY POLICE DEPARTMENT
WHEREAS, the Hawaii County Police Department's Communication Dispatch section
experiences a high turnover of Police Radio Dispatchers resulting in the constant need for training
new employees; and
WHEREAS, due to the complexity, high stress, and immediate response needed to respond,
newly hired Police Radio Dispatcher I (trainee level) employees need to have close supervision; and
WHEREAS, Police Radio Dispatcher III (Temporary) positions can provide the one on one
training and the needed close supervision; and
WHEREAS, additional dispatcher positions and a high staff turnover have resulted in a
projection of more entry level employees being hired than the currently available three (3) Police
Radio Dispatcher III (Temporary) positions; and
WHEREAS, the creation of three (3) additional Police Radio Dispatcher III (Temporary)
positions will allow the department to temporarily compensate those employees who take on the
added responsibility of training, evaluating, counseling, and recommending continued employment for
staff assigned; as well as providing refresher training for newly hired Police Radio Dispatcher II
positions or remedial training as needed; and
WHEREAS, there are sufficient funds in the Police Department, Communications Dispatch
Section's Regular Salaries and Wages account (010-201-5203.81); and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, ~E IT ~ESOLVEC ~Y THE COUNCIL OF THE COUNTY OF H/~WAI`I
that three (3) Police Radio Dispatcher III (Temporary), SR-19, positions be created in the Hawaii
County Police Department.
~E IT FUI~TH~I~ RESOLVI*I~ that there are sufficient funds in the Police Department
Communications Dispatch Section's Regular Salary and Wages account (010-201-5203.81).
~E IT FURTHER R~SOLVEO that a copy of this resolution be transmitted to the Departments
of Finance, Civil Service, and Police.
