In order to provide proper one on one training and close supervision of the newly hired Police Radio Dispatcher I staff, additional Police Radio Dispatcher III (Temporary) positions are needed. The creation of these new positions will also allow the department to temporarily compensate employees who take on the added responsibility of providing training and close supervision to the entry level dispatchers as well as providing refresher training for newly hired Radio Dispatcher II positions or remedial training as needed. With potentially three additional entry level vacancies, plus the already existing three vacancies, at a minimum, we need to have six trainers. Due to the complexity, high stress, and immediate response needed to respond, newly hired Police Radio Dispatcher I (trainee level) need to have close supervision. The creation of three additional Police Radio Dispatcher III level positions will allow the department to temporarily compensate employees who take on the added responsibility of training, evaluating, counseling, and recommending continued employment for staff assigned. In addition, this class will also train any Police Radio Dispatchers Its from other jurisdictions who transfer or current staff who require refresher training. Funding is only being requested for the TA difference between the Police Radio Dispatcher II (SR-17) and III (SR-19) rate of pay. JUL - 6 2005 A / U APPROVED ? Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): Additional positions and high turnover has resulted in a projection of more than three entry level Police Radio Dispatcher I level employees being hired at one time. We currently are in the process of hiring four new dispatchers, and with the additional positions and anticipated retirement, project hiring three additional employees. As they will all serve a minimum of 6 months initial prok~ationary period, each employees will need to shadow with a trainer. We currently have only three Police Radio Dispatcher III TEMP positions to provide the one on one training and therefore, need the additional positions to compensate the other staff who will be needed to teach the new employees. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. Our current staff of three Supervising Police Radio Dispatchers already have their hands full with the day to day coverage, as well as supervision. Continuous changes to schedules due to staffing shortages results in much time spent on the console as well as paperwork. The Sergeant and Lieutenant are very involved in the day-to-day operation, but we are currently in a transition period with a newly appointed Lieutenant from June 16, 2005. Therefore, it is not feasible to assign any of these duties to these higher level positions. New Position Form Page 2 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): Provide the necessary training on a one-to-one basis that will ensure proper training, and equitable opportunities and compensation for the dispatchers who are willing to take on the additional responsibility and work. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) None, really, as already discussed above, it is not feasible to assign day to day training to the other positions. 5. Why were manpower needs not planned through budgetary process? We did not anticipate the departure and retirement of several employees and the additional positions being granted by the Council during the regular budgetary process. 6. List other rationale or pertinent statements and data: We would only request the funding for the Temporary Assignment differential since the base salary is in our budget. For three positions projected at Step F ,this would result in a total of $8,646 for the 1 1 remaining months of the current fiscal.
