RE: Resolution No. 149-05, Draft 2.
For your consideration, 1 have prepared a "Draft 2" of Resolution No. 149-05, which adds a timeline to
the request to the State Department of Transportation expedite a study to determine needed safety
improvements to State Highway 130 between Kea`au and Pahoa and to request the County Department of
Public Works to initiate a study to determine needed safety improvements to the Pahoa-Poho`iki Road
between County Highway 132 and County Highway 137 and at Kapoho-Kalapana Beach Road (County
Highway 137) near Honolulu banding.
Specifically, the amendment adds a "FURTHER THEREFORE BE IT RESOLVED", due to the number
of accidents and fatalities in highway 137 a timeline for this request should be added as follows:
"FURTHER THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII to request the State Department of Transportation and the County Department of Public
Works and County Police Department study be done on or before November 30, 2005: and"
Also, for your consideration are the following friendly amendments:
I) Amend the word "accidents" to "crashes" within the Resolution.
2) Amend "THEREFORE BE IT RESOVED..." to "THEREFORE BE IT RESOLVED..."
3) Include the "the County Police Department" in the "BE IT FINALLY RESOLVED..."
4) Amend the 5th Whereas clause: visitors to Hawaii and in [+t's] its current..."
5) Amend the 6th Whereas clause: "...hour in appropriate areas and [the} expedited efforts..."
6) Amend the IOth Whereas clause: "...uphill to yield to traffic, and installing safety..."
