SUBJECT: Resolution Requesting the Legislative Auditor's Office to conduct a
Limited Scope Performance Audit of the County of Hawai'i's recycling
and diversion grants program
Enclosed is a resolution pursuant to Communication No. 402, "Report to the Hawaii
County Council: Evaluation of~ the Department of Environmental Management's
Implementation of the Integrated Solid Waste Management Plan" transmitted to the
Council on August 15.2005, raises questions and concerns that indicates a need to review
the County's recycling and diversion grants program.

RE: Resolution No. 168-OS (A resolution requesting the Legislative Auditor's Office
to conduct a Limited Scope Performance Audit of the County of Hawai`i's recycling and
diversion grants program)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter he
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the neat Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
