RESOLUTION REQUF,STING THE LEGISLATIVE AUDITOR'S OFFICE TO CONDUCT A LIMITED SCOPE PERFORMANCE, AUDIT OF THE COUNTY OF HAWA[`I'S RECYCLING AND DIVERSION GRANTS PROGRAM. WHEREAS, the County has established a recycling and diversion grants `'program," which is funded by the County, State and i~ederal Governments; and WHH;REAS, this "program" includes Department of Environmental Management activities relating to recycling and diversion efforts that are funded through the County~s General Fund, Solid Waste Fund and Vehicle Disposal Fund: and WHEREAS, the County's recycling and diversion grants program has increased by $5.179,161 (464%) from the Piscal Year ended 2002 ($1,421,810) through the Budget Year ended 2006 ($6,600,971): and WHF,REAS, the Cuunty Council finds that Communication No. 402, "Report to the Hawaii County Council: Evaluation of the Department of Environmental Managements Implementation of the Integrated Solid Waste Management Plan" transmitted to the Council on August 15, 2005, raises questions and concerns that indicates a need to review the County's recycling and diversion grants program; and WHEREAS, the County Council finds that a limited scope performance audit of the County of Hawai`i's recycling and diversion grants program is warranted to determine whether the Department of Environmental Management has properly administered and documented grant contracts for the period beginning July 1, 2003 through .Tune 3Q 2005. NOW, THEREFORE, 13E IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests the Legislative Auditor's Office to conduct a limited scope performance audit of the Cormty nl' Hawai`i's recycling and diversion grants program. The scope and objectives of the performance audit shall include, but shall not be limited to, the following: 1. fo examine a sample of the significant contracts for Department of Environmental Management's Recycling and Diversion programs during the fiscal years 2004 and 2005. 2. To review the bidding process, contract award, monitoring process and oversight requirements of those recycling contracts. 3. 'fo review policies and procedures of the Department of Environmental Management for adequate safeguards on grant administration. BF: l'C FURTHER RESOLVED that the Legislative Auditor's Office may conduct further examination into concerns that may arise during the course of the review beyond the scope and objectives listed above.
