Aloha Council Members,
You may remember me as one of the newer members of the Hawaii County
Transportation Commission. Since we have a mutual concerns in improving the
development process and supplying needed infrastructure in West Hawaii, I
thought you might have an interest in my attached testimony. I believe that
a Partnership using some form of Enterprise Funding is essential to help
close the gap on our infrastructure deficit.
Unfortunately, I do not have all of the financial data available. A
rough estimate of property taxes using only 22 additional (beyond the
current allowable) units at $5,000 per year each, and a possible $40,000
from the commercial area would yield $150,000 per year. Wth allowances for
interest, improvements and assessment changes, this could be $1,500,000 over
ten years. This is the same amount that Public Works budgeted for the road.
More adjustments could be made to the number of years or even the number of
units to be considered.
Leveraging future taxes that the County would not otherwise receive
unless the development is built, to provide infrastructure that is needed,
but might not otherwise be provided in time, is a concept that I strongly
support.
