States that issues which have been and continue to be discussed are the process of implementation, rate of diversion possible and necessary, choice of Waste Reduction Technology (WR'f). coupling of components at WRT facility, financing and timeline. States further that environmental impacts, costs and benefits of diversion versus disposal. and hierarchy of waste management as a policy tool have been absent from discussion. Suggests that the County look at the order of priority for Solid Waste Management used by the State, which is mirrored from the internationally accepted "Waste Hierarchy" be examined.
