Your Committee on Finance, to which was referred Bill No. 121, reports as follows:
Bill No. 121, transmitted jointly with Resolution No. 134-05 by Director of Finance
William Takaba, via Communication No. 358, dated July 8, 2005, amends Ordinance No. OS-87,
as amended, the Capital Budget, ending June 30, 2006, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
East Hawaii Regional Sort Station 110-699-5691.49 $4,000,000
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $4,000,000
Fund Balance and/or other Sources
Funds will be used for Phase II of the Sort Station Complex to provide for the site preparation,
the reload building, infrastructure and utilities for the reload building, scale house/scales,
abandoned vehicle impound yard, and partial remediation of scrap metal and greenwaste yards.
Your Committee heard testimony from ten people in favor of the measure, one in support only if
it excludes hauling to West Hawaii, and one in opposition.
At its meeting, Mayor Harry Kim stated that one of the first steps taken was to update the
County's 1994 Integrated Solid Waste Management Plan, as all counties were mandated by the
State to have such plans and update them on a regular basis. The State law also required
community input in the Plan's preparation. Two methods were used to obtain this community
input, first was through a Solid Waste Advisory Committee made up of representatives of users
of the system, citizens, commerce and business, and other stakeholders. Second was through
public meetings conducted during the plan's preparation. When it was completed, the Plan was
submitted to the County Council where it was approved in Resolution 238-02. Subsequently, it
was submitted to and approved by the State Department of Health, and supported by the
Environmental Protection Agency. Since the approval of this update to the Integrated Solid
Waste Management Plan, the County has been working to implement its contents. It will
maximize recycling by making it easy and convenient for the community and businesses to drop
off their separate items. It also provides for a reload facility to replace the old Hilo transfer
station and Hilo landfill as a central facility where individuals and businesses alike can drop off
their rubbish.
FC REPORT NO. 132
Barbara Bell, Director of Environmental Management, explained that the previous Council
advised them that funds for Phase I could not be spent until a decision was made on the Request
for Proposals (RFP).
A few members of Your Committee were concerned that by not approving this measure, it could
jeopardize the closing of the Hilo landfill, or it might imperil the Department of Environmental
Management's application for extension of the Hilo landfill.
Whereas, other members of Your Committee were concerned with the amount it would cost to
build the reload facility and would need a true cost analysis to fully support this measure.
Due to the tie vote, as reflected below, the Committee Chair was prompted to forward this
measure to the full Council with no recommendation.
Your Committee on Finance forwards Bill No. 121 to the full Council with no recommendation.
