Your Committee on Finance, to which was referred Resolution No. 148-05, reports as follows:
Resolution No. 148-05, transmitted by Director of Finance William Takaba, via Communication
No. 384, dated July 29, 2005, changes the time element of the following Department of Parks
and Recreation Aquatic positions: one Lifeguard I (Pool) 3/5 time and one Lifeguard (Pool)
1/2 time to full time; one Lifeguard I (Pool) 1/2 time to 3/5 time; and one Swimming Pool
Custodian 1/2 time to full time.
The Kona Community Aquatics Center (KCAC) is the most utilized facility of all County of
Hawaii pools. Increasing the time element of the three Lifeguards will enable the staff at
KCAC to maintain safer levels of coverage and ensure normal operations of the facility.
Increasing the time element of the Pool Custodian will increase the overall health and safety
standards for the pool water, locker rooms and the entire facility.
Funds are available in the Parks and Recreation Aquatics Pools Regular Salaries and Wages
account(010-500-SSL3.61-011)_
Council Chair Stacy K. Higa supports this measure with reservations due to an incident that
happened at KCAC on July 4, 2005, with a pool staff.
Council Member Gary Safarik suggested that pool positions should be full time to increase safety
for the public. He also suggested that in the future, the Council should discuss the issue of
having public relations education for County employees.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 148-OS
and recommends its adoption.
