October 20, 1997 COI,` i r . • ,I County Council County of Hawaii 25 Aupuni Street Hilo, Hawati 96720 Re: Review of Si¢n Ordinance Dear Chairman Arakaki and Members of the County Council This is to provide you with comments for consideration in your review of the County Code provisions which relate to advertising and signage. Our suggestion on the administering of such Code provisions is that the function of decision-making on variance applications should be delegated to an agency. We believe that the County Council should, as it generally dues under the County Charter, set policy m this matter. This policy can be administered by the designated agency, such as the Department of Public Works, which administers various standards in the building permit process. If the concern is that there will zhvays be a need to provide for additional consideration for exceptional circumstances, perhaps the Code can be amended to allow sign variances to be considered by the Board of Appeals which currently acts on variances from other portions of the Code. Our observation is that, although very conservative in nature and perhaps rightly so, the signage standards could be revised to allow slightly larger signs for small business proprietors who advertise at their place of business.
