Subject: 2006 HSAC Legislative Package
Dain P. Kane, President, HSAC, has written to request proposals for inclusion in the 2006
HSAC Legislative Package (see attached). He has further requested that these proposals
be submitted to the Executive Committee no later than Wednesday, dctober 5, 2005. For
tech proposal a one-page justification sheet and a drafr bill is required. The next HSAC
Executive Committee meeting is scheduled for Maui on October 14, 2005.
In order to meet the October 5, 2005 deadline, I am requesting that any legislative
proposal for the 2006 HSAC Legislative Package be waived from the PWIR Committee
and considered by Council on October 5, 2005.

RE: HSAC President Dain P. Kane's Request For Hawaii County Council Proposals For'fhe
2006 HSAC Legislative Package
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Public Works and Intergovernmental Relations Committee to the full Council
for immediate action. In reviewing this matter, timely approval is crucial It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Public Works and Intergovernmental Relations Committee for
placement on its future agenda.

SUBJECT: 2006 HSAC LEGISLATIVE PACKAGE
May I please request that proposals for the 2006 HSAC Legislative Package be
submitted to the HSAC Executive Committee for consideration no later than
