Note that responses from four Council Members have not been received, and their input is not included in this summary. CF P `L 2 District 6 -Upper Puna, Ka'u, and Srruth Kona Hawai `i County Ls An Equal Opportunity Provider And Employer Summary of Responses from Poll of Hawaii County Council Members Regarding Solid Waste Management As of September 22, five Council Members had responded to the poll distributed at the September 7 meeting of the Environmental Management Committee. Copies of all the responses are attached. In addition to direct answers to questions in the poll, some Members elaborated on their view of issues raised in the poll questions. This elevated level of interest and communication contributes positively to the discussion of solid waste management options. A summary tally of the responses to date is shown below. The results of the responses to date suggest the following preferences: 1. Priorities -long-hauling trash from East Hawaii to West Hawaii has nil support. 2. Tradeoffs -energy conversion at the sacrifice of recycling is preferred. 3. Financing of a new facility -private builder/operator and/or general obligation bonds is preferred over credit from a private lender and/or municipal bonds. 4. Facility management -more preference exists for private ownership and operation of equipment and facilities than for County ownership and operation; with the preferred County role being up to and including receival. 5. Role of waste-to-energy technology - a strong preference is expressed for the technology to serve as a longer-term solution and transition to zero waste; with minimal support for a technology to serve as a short-term solution or transition to other options that involve landfill operations.
