Communication No. 392_ dated August 3, 2005, requests the State Department of'IYansporlalion
to c~epalilc ~i sloth to determine needed sa~cty improvements to the Kea'uu and Pahoa Road
~Slalc I ligh~cac 1301 hct~~ccn Kca'au and Pahoa. Resolution No. 149-OS also rcyuests that the
County Department of Public Worts initiate a study to determine needed safety improvements to
the Pahoa-Poho'iki Road hdwccn County I Iighway 132 and County I~ighway 137 and at
hapoho-lialapana Reach Road (County I lighway 137) near I Ionolulu Landing.
The intention of Resolution No. I d9-05 is Ui begin the process of identilying and then mitigating
dangerous Ira) tic areas Nilhin District 5. Resolution 149-U5 is also meant to be the impetus to
similar resolutions to come ~i~om each district of the County of I Iawai'i. thus culminating a
Count. idc eflor~ to address dangerous road conditions that can be improved through
engineering and design cllin~s.

Rcsolulion 149-05 is locuscd primarily on unsale road conditions with engineering and design
remedies. I lov.cvcr, discussion of a Countywide approach to mitigation of unsale road~tiays Ied
to the consensus chat components for driver education and increased enlorcement of existing
laws should be included ~ahcn all nine resolutions from each County arc tied together as a

Overall. ~~ith the amcsulmu~ls suggested for Rcsolulion 149-05, this resolution received positive
Iccdhack and support Irom Your Conunit~cc.

intent of Kcsolution No. 149-US as amended (to Dra~~t 2) and recommends its adoption.
