No. 410/Bill No. 141 PLAC?:: Council Chambers I'IMF: 135 p.m. Council ('hair and Members Hawaii County Council Hilo, Ilawai`i 96720 Your Committee on Planning, to which was referred Bill No. 141, reports as follows: Bill No. 141, transmitted via Communication No. 410 from Mayor Harry Kim, dated August 18, 2005, presents a Change of Zone request by Howard DeLima, Jr. and Napua DeLima, at Waiakri Houselots, South I lilo. Hawaii,'fMK: 2-2-35: 9 and 10. Bill No. 141 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning ('ode) ofihe Hawaii County Code. by changing the District Classification of approximately 45.800 square feet of land from Single-Family Residential - 10,000 square foot (RS-10) to Limited Industrial -20,000 square toot (M1,-20). Communication No. 410 reports the Hawaii County Planning Commission, as required by the Flawai'i County Charter, Chapter 4, Section 6-43(C), considered this rezoning request and accompanying Bill No. 141 nn August 5, 2005. The Commission concurred with the Planning t)ircctor's favorable recommendation on this matter. The Planning Director's findings and recommendations, transmitted with Communication No. 410, can be summarized as follows: I . 'I~he applicants are the owners of the property. The applicants arc requesting a Change of lone for 45,800 square feet of land Isom the Single-Family Residential district to the Limited Industrial district in order to relocate their plurbing business to the site. 2. 'hhe subject properties, consisting of two separate parcels, are located in the Waiakea I louselots area, at the southwestern corner of the Kalanikoa Street -Hualani Street intersection, in South Hilo. 3. The applicants plan to consolidate the two existing parcels and demolish the two existing singlo-tamily residences in order to construct a 12,800 square foot steel-framed structure to house their plumbing business. d. Access to the site is from Kalanikoa Street, which has a 20-foot pavement width within a >0-foot right-of-way, and from Hualani Street, which has a 20-fool pavement width within a 40-foot right-of-way. Both streets are County roadways. 5. hhc approval of the Change of Lone request from the Single-Family Residential - 10.000 square loot (RS-10) to the Limited Industrial - 20,000 square foot (ML-20) zoned district would result in an appropriate land use pattern that will further benefit the public based on the following: PC REPORT NO. 35 Communication 410 Bill 141 Page 2 • l~he proposed change of zone is located in an area designated in the General Plan to allow industrial uses. "fhe site is in close proximity to other limited industrial uses. as well as to Kanoelehua Avenue and Hilo International Airport. • ~Fhe action also complements the Land Use and Economic elements of the General Plan by providing industrial uses in areas which are convenient to transportation facilities and by providing opportunities to strengthen existing industries. • The proposed rezoning conforms to the LUPAG map_ which designates the area for Industrial development. • The Waiakca Housclots area is in transition from residential to commercial and industrial uses. Several properties in the area have been rezoned for industrial uses. • All essential services and utilities are available to the project site. • ~fhe Federal Emergency Management Agency's (FEMA) Flood Insurance Map (FIRM) identifies the site as "X" or outside the flood plain. 6. Requisite of the Planning Director's favorable recommendation for the Change ofZ.onc request arc tburteen conditions contained in Bill No. 141 that outline specific requirements for the proposed project. These conditions require the applicant to complete construction of the development within five (5) years from the effective date of the ordinance, landscaping to mitigate impacts on surrounding residential properties; and full improvements along the roadway frontages to include relocation of utilities, if required. Your committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of the Change of Zone request.
