Your Committee on Finance, to.which was referred Bill No. 137, reports as follows: •
Bill No. 137, transmitted by County Clerk Constance R. Kiriu, via Communication No. 398,
dated August 11, 2005, amends Chapter 20, Article 4, Section 20-46, Hawai`i County Code 1983
(2005 Edition), relating to Solid Waste Fees.
Bill No. 137 proposes to replace language that was inadvertently deleted from section 20-46.
The omitted language relates to credits to commercial haulers of residential waste and an
analysis of past and projected expenses in the Solid Waste Division. This language, which had
been inserted by Ordinance No. 03-102, was not included when Ordinance No. 05-21
subsequently amended this section. As there is no indication that this omission was intentional,
this measure seeks to rectify this error by replacing the omitted language.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 137 and
recommends it pass first reading.
