Your Committee on Finance, to which was referred Resolution No. 158-05, reports as follows:
Resolution No. 158-05, transmitted jointly with Bill No. 143 by Director of Finance William Takaba, via
Communication No. 415, dated August 25, 2005, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of Land and Natural Resources' Division of State Parks
for the paving of the Kealakekua Bay Road.
The State of Hawaii Department of Land and Natural Resources' Division of State Parks has authorized a
$24,000 grant to the County of Hawai`i, Highway Division and has requested assistance in the paving of
the Kealakekua Bay Road, also known as 1-lonaunau Beach Road or Na-po'opo`o Beach Road.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with Federal or State Governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Jiro Sumada, Deputy Director of Public Works, explained that the State Department of Land and Natural
Resources will provide the funds for materials only and that the County of Hawaii, Highway Division
will be paving the driveway and parking lot of the Kealakekua Bay State Park. The County wants to be
supportive of the State and to maintain a positive working relationship.
Committee Chair Virginia Isbell stated that the driveway to the State Park is actually a County road,
which was later confirmed by Mr. Sumada. Therefore, the County will be responsible for maintaining the
driveway, but not for the parking lot.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 158-05 and
recommends its adoption.
