SUBJECT: Solid Waste Issues
Dear Chair Higa and Members:
I have been thinking a great deal about our last council meeting and the lengthy
discussion about the "sort station" and reload facility complexes. We were presented
with a very nicely done map and site plan for a proposed East Hawau regional sort
station. I have not yet seen the material for next week's committee meetings, but wanted
to make some general comments.
¦ As I said at the council meeting, I don't see why we can't revisit the site plan and
place the reload facility closer to the road and in the azea on the plan shown to be
open space and trees. This would allow for an easier subsequent connection to a
waste reduction facility.
¦ Although in the spirit of cooperation, I voted for the additional $2.2 million,
which will go towazds construction of the reload facility, I must agree with Mr.
Arakaki that the real urgent issue is getting out 1tFPs to allow private construction
of as much of the facilities as possible.
¦ 1 was quoted correctly in the September 9 Hawaii Tribune Herald, as suggesting
shipping trash to the mainland as an interim measure in the event the East Hawaii
landfill must close before a waste reduction technology can be brought on line. I
have been told this is technologically feasible and certainly beats, in my opinion,
trucking trash to West Hawaii.
¦ I am having second thoughts about building a $1 million composting facility in
West Hawaii. I think we should check all potential composting technologies
before committing these funds.
¦ Finally, when Tiffany Edwadds interviewed me recently for a West Hawaii article,
she asked a question about recycling. She is passionate about recycling. Her
question is, "Why do we not have recycling bins for all recyclables at all transfer
stations?" Clearly, Ms. Edwards makes a good point, as making recycling easier 1.~ ~

for everyone makes for more recycling. I know we've had discussions about
Environmental Management's plan to upgrade transfer stations, but this sounds
like it would be relatively easy to do sooner than later.
