We have come up with a project proposal in view of the short timeframe given the Task Force. Please note that the public hearing and comment period lasts about one month. Although a mailing list of various organizations has been compiled, each council member's personal effort in seeking input from constituents during this one month period is an important component in assuring participation. However, if an organization is unable to provide comment, public review of the preliminary draft bill is certainly provided when it is referred to Committee. PROJECT PROPOSAL I. Agency Input (In-house meetings, site inspections, written comments) C. Research laws/approaches taken by State/DOT. D. Research approaches taken by other states/counties. E. Research council's history of variance actions. F. Research legal considerations. 1. Gather all Corporation Counsel opinions. 2. Request legal opinions on outstanding issues. II. SYNTHESIZE DATA (OCTOBER 1-31) A. Identify problems/concerns/issues B. Identify corresponding solutions/responses C. Task Force selects solution/response for draft bill III. DRAFT AMENDMENT TO CHAPTER 3 (OCTOBER 24 -NOVEMBER 30) A. Draft preliminary draft B. Circulate to Task Force for comments C. Redraft D. Submit to Council for review and consideration. Further public comment can be made upon PW&P Committee agendizing the matter. In reviewing Chapter 3, we will probably provide comments, not revisions, to Article 2 relating to Kailua Village Signs. I consider Article 2 to be a subset of Chapter 3 and, until the basic policies are established, we may not be able to proceed with special district regulations.
