They have been revised and are attached here. Comm. No. 66.9, FINAL REPORT GLASS ADF RECYCLII~lG GRANT: An addition error on the total pounds, for five years of glass recycling, was corrected. It did not affect other items in the report. /Comm. No. 66.10, FINAL REPORT USED OIL COLLECTION PROGRAM: Addition errors relating to inventory of oil pans, phone calls and Internet hits were corrected. Comments were added regarding the Internet hits to the Used Motor Oil page and the current events page. Comm. No. 66.11, FINAL REPORT --BEVERAGE CONTAINER DEPOSIT GRANT (H15): A formula was corrected in the spreadsheet. It had no bearing on the bottom line as the line item shows whether that category of expense was under budget or over budget. Regarding the questions written on the bottom of the spreadsheet in this report: 1. "Had sufficient budget for OT, why CTO?" We granted CTO (compensatory time off) instead of paying OT (overtime) because the two positions funded with this grant were new hires, with no accrued vacation time. They requested CTO in lieu of OT to use for family time. Employees were instructed to keep total CTO to less than two weeks (80 hours). This is a reimbursement grant as well as a new program. We worked to project our expenditures accurately, however we couldn't possibly have hit it right on the mark. The excess ($828.18 + $1543 CTO or $2,371) was covered out of the recycling education budget since promotions/public outreach was the category where we had the most overages. Early in the program we experienced that the statewide Department of Health advertising was not responsive enough for our fluid Big Island situation. If so, please elaborate (i e, when antl where it occurcetl, how rtany people altentled, why this event was selectetl, etc.) Recycle Hawaii participated in the County Household Hazardous Waste collections in December and June at the Hilo Transfer Station and Kealakehe Transfer Station (Kailua-Kona). Recycle Hawai i gave away used motor oil drain pans along with Hawaii Island Recycling Guides and the used motor oil trifold brochure. This brochure gives detailed information about where and why it is important to recycle used motor oil. Other brochures at the site were a pamphlet on alternatives to household hazardous waste as well as our own recycling guide. The event was in our estimate a success. May people who brought in their used motor oil did not know about the permanent sites. We hope those that received the information and drain pans will now use the container and bring to permanent sites, thereby reducing the risk of spills and contamination. If so, please elaborate. For the promotions, KBIG and KAPA radio gave us free news coverage of the oil collection as well as in kind donation of equal free radio spots as paid radio spots. "West Hawaii Today' publishes promotions in their column "Coming Up." "Hawai'i Tribune-Herald," "North Hawaii News," and "Puna News" have calendar sections that have highlighted Recycle Hawaii events. She is directly responsible for island-wide oversight of the RH Used Motor Oil Program. Ms. Kinsey attended the The HHW/Used Motor Oil Conference in San Diego. It was a very informative and highly valuable conference. State of California officials presented similar problems and practical solutions to their do-it-yourselfer used motor oil collection and household hazardous waste needs. Vendors were also present with a plethora of products that could be helpful. The range included informative/educational used motor oil materials to specialized methods for recycling paints. There were many brainstorming sessions as well as practical lectures and a variety of subjects in which to choose from. All in all the conference was well worth the travel and expense and it is our hope that some of the ideas can be applied to the current used motor oil program. ACCOMPLISHMENTS: Recycle Hawaii will be opening a new drop site in Hilo on August 1, 2005. Hilo Harley-Davidson staff was trained and equipment purchase in FY 2005. In addition, a permanent drop site in Hawi was targeted to alleviate clandestine drop offs at the Ka'auhuhu Transfer Station. It was believed this would be better than holdin bi-annual collections in this remote communit . torn, uo of-ol Rev. ll 0601 Page 8 SETBACKS: In May 2005, Hilo Auto Recycling received a cease and desist order from the Department of Hawaiian Home Lands in regards to the operation of their business. James Kierkiewicz is in negotiations with the DHHL. It appears Mr. Kierkiewicz will have up to one year to relocate his business. Recycle Hawaii asked state officials opinion regarding their suggested upgrades for the site. The perpetrators set fire to the plastic overpack barrels and melted them beyond repair. Fortunately, the metal drums and oil contained within was not set ablaze and was not contaminated. Hawaii Petroleum was able to remove the remaining used motor oil without issue. Kealakehe High School officials assured Recycle Hawaii they wish to continue with the program and will replace the damaged overpack barrels at their expense. Clandestine contaminated oil continues to be a concern. The trend seen last year indicates that more used motor oil is being abandoned at local transfer stations, but there are fewer incidents. This may mean that shade tree mechanics are leaving clandestine oil to avoid paying disposal fees.
