FRAMEWORK FOR A WASTE REDUCTION TECHNOLOGY REQUEST FOR
PROPOSAL (RFP) FOR THE COUNTY OF HAWAII
From Finance Director William Takaba, dated October 3, 2005, requesting a
discussion with RFP consultants, Rick Sapir of Hawkins Delafield and Wood, LLP,
Bob Bingham and Kyle Rhorer of R.W. Beck, Inc. and Ron Terry of Geometrician
Associates. Attaches a Procurement Framework Summary, Ownership and Financing
Consideration in Solid Waste Reduction Facilities Implementation, RFP Timeline.
and an Environmental Impact Statement Preparation Notice (EISPN) Statement of
Prgject Purpose and Need. This information will be used to refine the draft
Procurement Framework Summary in order to begin preparing the procurement
document.

of the testimony. 'hhose persons unable to testify in person or by videoconference may submit
testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to
(808) 961-8912, or (3) by e-mail to counciltestimony@co.hawaii.hi.us. Copies will be made and
distributed at the meeting when transmitted in a timely manner. [n any case, hoth oral and written
