No. 427 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 10:04 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Communication No. 427, reports as follows: Communication No 427, transmitted by Mayor Harry Kim, dated August 31, 2005, nominates Kenneth M. Kaneshiro, Laura C. Schuster, Ruth Walker, Benedict A. L. Yung, Paul H. Campbell, John R. Replogle, Jocelyn Garovoy, Hannah K. Springer and E. Kalani Flores to the newly created Public Access, Open Space, and Natuml Resource Preservation Commission. A resident of Hawaii for 50-plus years, Mr. Kenneth M. Kaneshiro, of Council District 1, retired from the USDA Natural Resources Conservation Service where he worked as a State Conservationist for nine years. He has no political party affiliation and will serve a term to end December 31, 2007. A lifetime resident of Hawaii, Ms. Laura C. Schuster, of Council District 2, is currently the Cultural Resources Manager at Hawaii Volcanoes National Pazk. Prior to that, she was the Resource Manager at Kaloko Honokohau National Historic Park. She has no political party affiliation and will serve a term to end December 31, 2009 A lifetime resident of Hawaii, Ms. Ruth Walker, of Council District 3, is currently working at the Hawaii County Economic Opportunity Council as a Specialist with the Language Arts Multi-Cultural Program, since 1988. She is a member of the Democratic Party and will serve a term to end December 31, 2008. A lifetime resident of Hawaii, Mr. Benedict A. L. Yung, of Council District 4, retired from Hawaii Electric Light Company where he worked for tight years. He has no political party affiliation and will serve a term to end December 31, 2007. A resident of Hawaii for 25 years, Mr. Paul H. Campbell, of Council District 5, has worked as a Montessori teacher and as a lifeguard. He is a member of the Democratic Party and will serve a term to end December 31, 2008. A lifetime resident of Hawaii, Mr. John R. Replogle, of Council District 6, is currently the Field Coordinator for The Nature Conservancy. He has no political party affiliation and will serve a term to end December 31, 2006. A resident of Hawaii for 1 %z years, Ms. Jocelyn Garovoy, of Council District 7, is an attorney with Cades Schutte LLP, specializing in land use, and is a conservation biologist. She is a member of the Democratic Pally and will serve a term to end December 31, 2009. FC REPORT NO. 148 A lifetime resident of Hawaii, Ms. Hannah K. Springer, of Council District 8, is aself-employed ethnographer. She has no political party affiliation and will serve a term to end December 31, 2010. A lifetime resident of Hawaii, Mr. E. Kalani Flores, of Council District 9, is currently a Hawaiian Studies Instructor at Hawaii Community College, UH Center at West Hawaii. He has no political party affiliation and will serve a term to end December 31, 2010. As a result of Ordinance No. OS-85 that was adopted by the County Council on June 13, 2005, a Public Access, Open Space, and Natural Resources Preservation Commission was created. The duties of this Commission includes: (1) develop an initial island-wide prioritized list of qualifying lands worthy of preservation and submit it to the mayor; priorities shall be listed on an island-wide basis rather than district; and the list shall include the significance of each parcel or entitlement identified, the reason for its priority, and its anticipated use after acquisition; (2) update this list at any time, but at least annually by December 31 of each year; (3) to explore methods of funding land acquisition and make recommendations to the Mayor; and (4) the Commission shall give emphasis to land acquisitions where the County's contribution can be ]everaged to obtain State, Federal and/or private funds. Pursuant to Chapter 2, Article 41, Section 2-225, Hawaii County Code, there shall be a Public Access, Open Space, and Natural Resources Preservation Commission, which shall consist of nine members appointed by the Mayor and confirmed by the Council. Communication No. 427. l was referred to Your Committee, dated September 7, 2005, from Clerical Services Supervisor Charmaine Shigemura, which makes a correction to the current job title and prior place of employment of Ms. Laura C. Schuster as follows: Cultural [Resident] Resources Manager..." and Kaloko Honokohau [€[is9eric Natienel] National Historic Park.,, Your Committee requested that Ms. Laura C. Schuster, Ms. Ruth Walker and Mr. Paul Campbell be present at the next Council meeting as they were absent from the Finance Committee meeting. Ms. Hannah K. Springer explained that her term with the Planning Commission would end December 2005, and that Corporation Counsel advised her that it was okay to enter into this Commission. Council Member Arakaki was concerned that Mr. John Replogle is the Field Coordinator for The Nature Conservancy and hopes that Mr. Replogle will be objective. Mr. Replogle stated that he would separate himself from The Nature Conservancy and this Commission if need be. Your Committee on Finance recommends the confirmation of Kenneth M. Kaneshiro, Laura C. Schuster, Ruth Walker, Benedict A.L. Yung, Paul H. Campbell, John R. Replogle, Jocelyn Garovoy, Hannah K. Springer and E.
