No. 165-05 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 10:04 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 165-05, reports as follows: Resolution No. 165-05, transmitted by Director of Finance William Takaba, via Communication No. 431, dated September 2, 2005, creates three (3) Police Radio Dispatcher III (Temporary) positions for the Hawaii County Police Department. In order to provide proper one-on-one training and close supervision of the newly hired Police Radio Dispatcher I staff, additional Police Radio Dispatcher III (Temporazy) positions aze needed. These new positions will allow the Department to temporarily compensate employees who take on the added responsibility of providing training and close supervision to the entry level dispatchers, as well as providing refresher training for Radio Dispatcher II positions who transfer from otherjurisdictions, or remedial training as needed. Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create positions... for which appropriations have been made by the council and abolish positions with the consent of the council." Lieutenant Duane Rapoza of the Hawaii County Police Department explained that due to the high turnover, three entry level Police Radio Dispatcher I employees aze being hired. Because they will all serve a minimum six-months initial probationary period, each employee will need to shadow with a trainer. Currently, we have only three Police Radio Dispatcher III (Temporary) positions to provide that one-on-one training; and therefore, need the additional positions to compensate the other staff who will be needed to teach the new employees.
