Stales that long commutes and traffic congestion, coupled with rising fuel costs,
have had a negative impact on the quality of life Ibr Rig Island residents. 1-fists
several steps that have been taken to address this problem, including establishing
ki~kua i,oncs and new routes, purchasing new buses and constructing park and ride
lots. Also lists several social economic and traffic relict benefits that will be
produced from the creation of an island-wide kokua zone.
