Condition G states: "A Traffic Impact Analysis Report (TIAR) shall be prepared and submitted for review and approval to the Department of Public Works and Planning Department, prior to any Plan Approval in the Neighborhood Commercial zoned area, and any required road implementation prior to the issuance of a Certificate of Occupancy in the Neighborhood Commercial zoned area." We have also received comments from the Department of Public Works regarding the submitted TIAR. At this time, we are not requiring a revision of the report to be submitted. However, eve do agree with DPW and will require that a condition be placed in the Plan Approval stating that DPW be consulted for any proposed change of use on the property, whether or not there is a need for a revised TIAR to be submitted. Kuba, Division Chief Engineering Division SUBJECT Traffic Impact Analysis Report Change of Zone Condition G Ord. 99-148 Applicant: Hawaii Tire Co., LLC Location: Waimea, Hawaii TMK: 3 / 6-4-034:054 We accept the subject report with the following comments: 1. The report uses traffic counts from the existing (Waimea) Lex Brodie tire store for trip generation. We understand the new facility will have one or two additional service bays. However, the additional bays are not expected to increase the traffic volume enough to justify a revision of the report. 2. The report does not account for additional potential traffic from the CV zoned parcel 33 or 12 undeveloped RS-10 parcels on Keaka Kea Street. We defer to the Planning Director on the need to include those undeveloped properties in the scope of this report. 3. We are concerned that the report does not consider the highest and best use of the property with regard to trip generation such as a gas station, convenience store or others allowed in the CV zone. If in light of the above, the Planning Director accepts the report, we recommend that the plan approval contain a condition that for any proposed change of use, DPW be consulted on the need for a revised TZAR.
