TO ASSESS THE LEADERSHIP, SCOPE, RESPONSIBILITIES
AND EFFICIENCY OF THE COUNCIL COMMITTEES
HRS §92-2.5 (the "Sunshine Law") states that two or more members of a board, but less
than the number of members which would constitute a quorum for the board, may meet
regarding a matter relating to the official business of their board; provided that the scope
of the meeting and the scope of each member's authority are defined at a meeting of the
board, and that all resulting findings and recommendations are presented to the board at a
meeting of the board; and deliberation and decision-making on the matter , if any, occurs
only at a duly noticed meeting of the board held subsequent to the meeting at which the
findings and recommendations of the investigation were presented to the board
On October 5, 2005, the Hawaii County Council formed the Evaluation Task Force
to assess the leadership, scope, responsibilities and efficiency of the council committees.
fhe task force was mandated to review all Council Rules referring or relating to Council
Committees. The task force was further directed to make recommendations that would
allow Council committees to make more effective use of time and resources. •
Four members of the Council were elected to the task force:
• James Arakaki
• Fred Holschuh, MD
• Donald Ikeda
• Virginia Isbell -
The members of the task force were directed to report their recommendations to the
Council at the October 18 Council meeting, unless an extension was required, then the
task force would report no later than the first Council meeting in November.
1'he task force met as directed, reviewed the Hawaii County Council Rules of Procedure
and Organization and examined the past performance of the Council committees. Based
upon their review, the Evaluation Task Force respectfully submits the following
recommendations:
1. For more efficient and effective utilization of time and resources, the Council task
force recommends that the Council committees be reorganized as follows:
Standing Committees:
• Planning
• Public Works/Parks & Recreation/Environmental Management
• Finance (Human Services and its grant program shall be a sub-
committee of Finance)
• Public Safety/Research & Economic Development/Intergovernmental
Affairs
Committee of the Whole:
• Housing Comm. No. ~

2. The Council task force recommends that the Chair of each committee appoint the
Vice Chair of said committee.
3. The Council task force recommends the following Council members serve as Chair of
the respective committee:
• Dr. Fred C. Holschuh, Chair -Planning
• Donald Ikeda, Chair-Public Works/Parks & 1Zecreation/Environmental
Management
• Virginia Isbell, Chair -Finance
• James Arakaki, Chair -Public Safety/Research & Economic
Development/Intergovernmental Affairs
Per Rule No. 10 of the Hawaii County Rules of Procedure and Organization,
Housing, as a Committee of the Whole shall be chaired by the Chair of the
Council.
