Subject: 2006 Legislative Session
Dear Chairperson Higa:
In preparation for the upcoming 2006 session of the State Legislature, there has been
discussion about whether it would be a good idea to hire a person in Honolulu to represent the
County's interests at the Legislature. This person would be a lobbyist who would monitor
bills of interest to the County, inform the proper County persons so arrangements can be made
to travel to Honolulu to testify, or actually deliver testimony on the County's behalf.
We need to do what is in the best interests of the County government. We would appreciate
the opportunity to discuss this with the Council to get its opinion. How do you advise that we
proceed from hereto see if this idea has any merits in the Council's view? Any lobbyist
retained must represent the County as a whole, both the Council and the Administration.
