commutes and traflic congestion on the quality of life 1br Big Island residents. Mayor Kim
discussed the pmiti~e cllects of the existing kokua zones, and expressed his expectations of the
social, economic and lraf(ic rclid~henefits of an island-wide system.

including charging riders n slight Ice. reinstituting transit passes (daily, weekl}, monthly).
