HomeMy WebLinkAboutRES 193 Draft 01 2004-2006 +fY Oi Mu COUNTY OF HAWAII STATE OF HAWAII ,~Oi~Nr RESOLUTION NO. 193 US A KESOLUTION ESTABLISHING MODERN ROUNDABOUTS AS THE PRF,FERREll ROAD, STREET, AND HIGHWAY INTERSECTION DF,SIGN FOR USF, IN THE COUNTY OF HAWAII. WHEREAS, modern roundabouts have been proven to have advantages to commend them as a preferred intersection design, in comparison to signal lights and stop signs; and WHEREAS, safety advantages that modern roundabouts have been proven to offer as an intersection design, in comparison to signal lights and stop signs_ include: • Pewer collisions for autos, pedestrians, and bicycles; • Less severe collisions; • hewer fatal collisions: and • Less traffic delay at intersections; and WHEREAS, operational advantages to the County of Hawaii that modern roundabouts have been proven to offer as an intersection design, in comparison to signal lights and stop signs. include: • Less operation and maintenance cost for intersections; • Less electricity consumption; and • Uninterrupted operation during electrical power failure; and WHEREAS, environmental advantages that modern roundabouts have been proven to offer as an intersection design, in comparison to signal lights and stop signs, include: • Less Biel consumption due to cars idling at intersections and accelerating from a complete stop; • Lcss air pollution due to cars idling at intersections and accelerating from a complete stop; and • Positive aesthetics, with the view at an intersection being greenscape instead of overhead wires; and WHF,REAS, traffic safety, operational efficacy, and environmental impact are vital considerations in design and maintenance of road, street, and highway intersections. NOW, THEREFORE, BE IT RESOLVED by the Council of the County of ] Iawai'i that modern roundabouts are the preferred design for building new and for improving existing road, street_ and highway intersections in the County of Hawaii. BE IT FURTHER RESOLVED that, effective July 1, 2006, the Hawaii County Department of Public Works shall, whenever feasible, utilize modern roundabout design for new road, street, and highway intersections and for improvements of existing road, street, and highway intersections; and BE IT FURTHER RESOLVED that, effective July 1, 2006, the Hawaii County Department of Public Works shall utilize signal lights and stop signs as the design for any particular road, street, or highway intersection only after a determination has been made and documented by the department that a modern roundabout design is not feasible for that particular intersection; and BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this Resolution to the State Department of Transportation, the Office of the Mayor, and the County Department of Public Works.
