Re: Capital Budget
Enclosed is a bill for an ordinance appropriating an additional $120,000 to the County's
portion of the Na'alehu and Pahala Large Capacity Cesspool Replacement project in the
FY2005-06 capital budget. This bill also appropriates the State's SRF Loan and the
Federal Government's portion of this project by $2,000,000 and $1,400,000, respectively.
This project, which will provide a sewer system to existing homes in the Na'alehu and
Pahala area currently serviced by non-county owned large capacity cesspools, consists of
performing a study, design, and construction of a sewer collection and septic system.

A. REQUEST:
Request to amend Ordinance 05-87, Capital Improvement Budget, to increase the appropriation for the
following project:
Naalehu &Pahala Large Capacity Cesspool Replacement -County from $330,000 to $450,000
Naalehu &Pahala Large Capacity Cesspool Replacement - SRF to add $2,000,000
Naalehu &Pahala Large Capacity Cesspool Replacement -Federal to add $1,400,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data/Financial Impact Statement is attached.
The Naalehu and Pahala Large Capacity Cesspool Replacement project will provide a sewer system to
existing homes in the Naalehu and Pahala area currently serviced by non-county owned large capacity
cesspools. The project consists of performing a study, design, and construction of a sewer collection and
septic system.
The County has been awarded Federal funding for a portion of this project and this appropriation is
requested to accept and utilize the federal funding.
