Re: Amendment to the Hawaii County Code
Pursuant to Act 72, Session I-aws of Hawaii 2005, a 3-stage graduated provisional driver
licensing program for persons under the age of 18 was established. The State of Hawaii,
under the Hawaii Revised Statutes §285-11, gives aut~orization to the Counties to
regulate fees associated with the processing of Driver ~.icenses. Enclosed is a bill for an
ordinance amending Chapter 2~, Article 4, Section 24-20, Motor vehicle driver's permit and
license fees, by adding in a new provisional license fee. that becomes effective on
January 9, 2005. The provisional license, which is valid only until a person reaches
age 19, will cost $5 per year.

A. REQUEST:
To amend the County Code Section 24-20 to reflect changes to the Motor vehicle driver's permit and
license fees. This increase adds the following section:
(o) Provisional license valid till age 19, $5 per year
This fee increase will become effective January q, 2006.
This is new license program was established per Act 72 which may eventually replace the driver license
with permit for 4 years. It requires an annual review by DOT and DOH of relevant data to determine the
effectiveness of this program in reducing traffic fatalities and accidents in the State. A determination will
be made on January 9, 2011 if this Act will be repealed and reenacted in the form in which they read on
the day before the date of this act or becomes a law.
