We would like to request a morning meeting, if possible, as the consultants will be meeting with community representatives in the afternoon. The County of Hawaii Planning Department has contracted with Helber, Hastert & Fee, Planners, Ina (HHF) in Honolulu to conduct an Infrastructure and Public Facilities Needs Assessment Study for the County of Hawaii. HHF have subcontracted with Duncan Associates of Austin Texas, who specialize in and have expertise in infrastructure financing and impact fees. An Infrastructure and Public Facilities Needs Assessment Study will provide a rational basis for the calculation of impact fees for the County of Hawaii. It is also required by state law before we can adopt an impact fee ordinance that would establish and assess impact fees in the County of Hawaii We would like to use this opportunity to introduce the consultants to you, conduct a short Impact Fee 101 power point presentation and share with you our timeline and some of the policy issues that we will need to address. //anrai ~i County is an equal opportunity pro v~der and ernplohrr- COn1Rt.
