SUBJECT: Puainako Improvement District Disposition
Dear Chairman Higa and Council Members,
Pursuant to Resolution 157-04 relating to an Improvement District Implementation Study for the
Puainako and Waiakea areas, the Department of Environmental Management began the study in
November 2004.
Preliminary engineering analysis completed for the Implementation Study revealed that the total new
wastewater flow generated from several proposed configurations would consume more than the available
remaining capacity of the Hilo Wastewater Treatment Facility. If this proposal is implemented, a new
round of expansion and construction at the Hilo Facility would be immediately triggered.
Some sewer construction projects closer to sensitive watersheds (Waihlku River drainage) and the ocean
still have not been started. We have re-evaluated the concept of an improvement district for the affected
area and decided that this option for sewer improvement is not feasible. We are planning how to best use
that remaining wastewater facility capacity.
Owners of large capacity cesspools including KTA Store and the Puainako Towne Center have been
notified and they are taking appropriate measures to comply with the EPA large capacity cesspool ban.
