Nly name is Douglas Dicl. and t am a resident o£ Waimea, residing at 64-617 Mamalahoa
Hwy (T'vIY~ 6-4-018-OS?t I am presenting this written testimony in opposition to the
rezoning o£'I:VIK 6-4-1?'t0 under consideration by this Committee.
Due to recent Iooding (I~i:u•ch. X004) of my property caused by excessive runoff from
the PO'Ll Iv.4'1I subdivision, specifically Hohola Stroet, [feel it is imperative that prior
tc atzy rezoning of land which results in increased density in the Waunea area along
blamalahoa Hwy, between i akeland Subdivision aiid the Maria RdRvlamalahoa Hwy
ir;Fersection.. a oompreherarve analysis of existing flood control measures be undertaken
by [ha Counrv of Hawaii l.t is my uuderstandrng a Comprohensive Community
Development Plan is under consideration at this time which will address, among other
aspects of C:c developme~s. of :~atmea, flood control along the Matnalahoa Hwy
a~rridor
Ones twang, X30) itulivtGaal properly owners living in this area between Lakeland and
Puuy;aui meet or. Saturc'a.:. October 29 to dacuss their experiences with flooding in
recent year: I^ seems ob~i7ous to me, and many others at this meeting, that the present
system of sate: y getting e=r~cesetce runoff from the subdivisions already in existence
thrnug' the subdivisions across Mamalahoa Hwy and into the lower land situated
acij aces: to Yiana Road nerds improvement now. As the number of homes constructed in
these aubdivisions raacttcs the maximum allowable density the increase in non-permeable
surface area increases tfz~ amount of run eff during heavy rains. This is exactly what
happened last year as ihr zun-off From Puu Nani roared down Hohola Slreet and across
Mamalahos i3wy_ closing the highway and anundating several homes m this area.
Specific regL:iations rclaang to the responsibility for the maintenance of drainage
stn3cruces anC easements. both constructed and naturah must be delineated within every
suhdi•.-:;ior. and rezoning application. Drainage system design must reflect the
regwrnraen[s ,if 100"/o bt: ld-eut of any proposed rezouirg and/or subdivision application.
Thaiil: ;vu fog the oppornmity to present [hose thoughts for coot eonstderation. I trust
you wil l consider the hca~th and safoty of the citizens of this County in considering this
rezomug aF~plicauon.
