As a result of these efforts, EKO Systems Inc. is pleased to present its Best and Final Offer for the referenced RFP. EKO Systems Inc. revises its pricing as follows: C1 Greenwaste $57.00 per Ton C2 Biosolids (Wet Tons) $55.00 per Ton C4 Demobilization and Site Cleanup $60,000 Lump Sum C6 Fats, Oils, Grease (FOGS) $60.00 per Ton C 11 Discounts for Toilet Facilities $810.00 per month The pricing is based on the following requirements and clarifications: 1. The County makes the necessary site improvements at the Pu'uanahulu landfill to meet peRritting requirements, including installation of a biosolids bay for receiving biosolids. 2. Ten acres for operations for EKO with the County providing the site improvements to obtain the proper permits. EKO will assist the County to minimize the costs to meet Hawaii Department of Health permitting requirements. 3. A minimum of 20,000 tons of greenwaste to be processed per year. 4. No minimum tonnage for FOGS. 5. We will receive and process greenwaste only at the Hilo site. FOGS will be accepted at the Hawaii Beef Producers packing plant near Hilo by Pacific Biodiesel subject to proper permitting. It is the County's responsibility to utilize all processed greenwaste at the Hilo location, either as mulch or landfill cover. EKO will provide a loader to load the material. Small quantities of finished compost will be stockpiled for sale to local customers if space is available. 7. EKO will receive and process greenwaste at the Kona Transfer Station. EKO will provide a loader to load processed material as required, and will transport excess material to the Pu'uanahulu landfill. Processed greenwaste stockpiles at the Kona Transfer Station will be limited to the quantities necessary to meet daily requirements. Small quantities of finished compost will be stockpiled for sale to local customers if space allows. 8. EKO will keep the green waste sites located at the transfer stations open for the same hours as the County transfer station operating hours. 9. EKO will make no improvements at the Hilo and Kona transfer stations. 10. EKO in conjunction with Pacific Biodiesel will provide a receiving station for FOGS at the Pu'uanahulu landfill. Trucks will be scaled at the County scale house. Pacific Biodiesel will process and market the oils, and EKO will compost the waste water and waste solids. 11. In the event the biodiesel plant at Hawaii Beef Producers is not operational, EKO reserves the right to transport cooking oil to either the Oahu or Maui biodiesel plant until quantities aze sufficient to build a plant in the County of Hawaii. 12. Biosolids will be delivered to the Pu'uanahulu landfill during normal working hours Monday thru Friday. If the County does not have the permitting and site improvements completed by June 30, 2005, EKO will accept an interim contract for grinding the greenwaste as is currently being accomplished at a price of $35.00 per ton. EKO Systems Inc. and Pacific Biodiesel look forward to working with the County of Hawaii in furnishing and implementing an organics diversion and composting program. We respectfully request the County adjust the prices submitted on November 8 by $0.50 per Ton to cover the increased costs..
