Arakaki <br /> Chair, County Council <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Dear Chair Arakaki: <br /> This is in regards to your February 9, 1998, memorandum transmitting Bill 138, <br /> Draft 4. <br /> The Salary Commission, at its February 17, 1998, meeting, agreed in concept with <br /> allowing the Salary Commission to establish the salaries and salary schedules for <br /> certain individuals, subject to the County Council's possible rejection by a <br /> three-fourths vote within sixty days. <br /> I would point out, however, that Draft 4 is unclear as to how members of the <br /> Salary Commission are appointed and removed. I have enclosed, foryour use, a <br /> draft of that particular portion of Draft 4 which should include language to <br /> provide that Commission members are to be appointed by the Mayor with the <br /> approval of the Council.
