Arakaki Chair, County Council 25 Aupuni Street Hilo, Hawaii 96720 Dear Chair Arakaki: This is in regards to your February 9, 1998, memorandum transmitting Bill 138, Draft 4. The Salary Commission, at its February 17, 1998, meeting, agreed in concept with allowing the Salary Commission to establish the salaries and salary schedules for certain individuals, subject to the County Council's possible rejection by a three-fourths vote within sixty days. I would point out, however, that Draft 4 is unclear as to how members of the Salary Commission are appointed and removed. I have enclosed, foryour use, a draft of that particular portion of Draft 4 which should include language to provide that Commission members are to be appointed by the Mayor with the approval of the Council. Members may be removed in the manner prescribed in Section 13-4(b) of the Charter. We remain available to provide you with any assistance in this matter. Sincerely, I Michael R. Dcde__.e.....__.. _ BILL NO. 138 (Draft 4) ([b]c) The commission shall consist of nine members[, six of whom shall be representatives of the county geographical areas of Puna, Ka'u, Kona, Kohala, Hamakua and Hilo, and three of whom shall be representatives of the county-at-large] appointed by the mayor with the approval of the council. One member shall be appointed from each of the respective nine county council districts. Members may be removed in the manner prescribed in Section 13-4(bl. In addition, the civil service director and deputy civil service director shall serve as ex-officio members of the commission in an advisory capacity.
