Your Committee on Finance, to which was referred Resolution No. 183-05, reports as follows:
Resolution No. 183-05, transmitted by Director of Finance William Takaba, via Communication
No. 472, dated October 3, 2005, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for amulti-year lease for two boom trucks.
The Department of Environmental Management, Solid Waste Division wishes to enter into a
five-year lease with purchase options for two boom trucks. Funds would be budgeted in future
fiscal years to cover the anticipated costs.
One boom truck will be located in East Hawaii and the other in West Hawaii, to collect bulky
items such as white goods, sofas, mattresses, large tires, and engine blocks, which are being
deposited at County transfer stations.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Finance Committee Chair Virginia Isbell recommended that these types of equipment be
considered for inclusion in the Request for Proposal.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 183-OS
and recommends its adoption.
