Your Committee on Finance, to which was referred Resolution No. 184-05, reports as follows:
Resolution No. 184-05, transmitted by Director of Finance William Takaba, via Communication
No. 473, dated October 3, 2005, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for amulti-year lease for one landfill compactor.
The Department of Environmental Management, Solid Waste Division wishes to enter into a
five-year lease with purchase options for one landfill compactor. Funds would be budgeted in
future fiscal years to cover the anticipated costs.
This new compactor will be used at the West Hawaii landfill to maximize compaction of the
trash, to reduce air space in the waste, and to be in compliance with Department of Health
regulations.
Pursuant to Section ]0-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Finance Committee Chair Virginia Isbell requested a breakdown on the tonnage for each of the
21 transfer stations.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 184-OS
and recommends its adoption.
